Publishes Linux macOS and Windows binaries for AMD64 and ARM64 on release tags. Uploads SHA256 checksums and isolates Unix specific process behavior for Windows builds. Validation passed with tests vet lint cross compilation YAML parsing and diff checks.

Cross-platform releases require isolating Unix-only process, signal, and locking behavior behind native implementations so Windows builds succeed.
