Update design/guix-container-runtime.md status to implemented (PRs #6/#7/#8);
annotate the phased plan with what landed (runtime selection + bring-up,
--scaffold-guix + runtime print, connect.sh parity test + docs, plus the
lint double-run fix and de-hardcoded test binaries). Phase 4 (strict-net /
pasta) remains deferred.
